The delegates are made into bishops and have authority over some kind of diocese. The council concludes with all the churches agreeing to unify under a head bishop who is created the council. This council occurs over a long period of time(months to years)and establishes biblical cannon, how to interpret the Bible, doctrines and a structure of the church. The main delegates are from Methodists and Presbyterian sects.
